Special Education Programs

The South Carolina Public Charter School District serves students with various classifications of disability. Students are placed in the least restrictive setting according to the Individualized Education Plan (IEP)directives. Program models include itinerant services, collaborative settings, resource classes, and self-contained classes. The federal law, The Individuals with Disabilities Education Act (IDEA) grants all children from ages 3 to 21, whose disabilities require specialized services, the right to a free, public, appropriate education. The disabilities recognized under IDEA include speech or language, hearing, visual, orthopedic and other health impairments, intellectual disabilities, learning disabilities, emotional disturbance, autism and traumatic brain injury. All students served under IDEA have an Individualized Education Plan (IEP) and the right to be educated in the least restrictive environment. IDEA is governed by the Office of Special Education Programs in Washington, D.C.

Section 504 Information and Procedural Safeguards

Students with disabilities who are served in both special and regular education are addressed by Section 504 of The Vocational Rehabilitation Act Amendments of 1973. The provision reads "No otherwise qualified individual with handicaps int United States shall, solely by reason of his or her handicap, be excluded from the participation in, be denied the benefits of, or be subject to discrimination under any program or activity receiving Federal finance assistance." Students in regular education who are eligible under Section 504 have a written Individual Accommodation Plan (IAP). This law is governed by the Office of Civil Rights.
